Need an open collaborative map with logical inference capabilities. Steve's CIP framework can serve as the basis of such system of inference, it is in fact a value flow system. For example, the map can infere areas for needed development in order to fully complete a cycle.

I now see Steve's framework as a bases for such inference system. In short, as data accumulates on a map (resources can be mapped by everyone out there), one could use the inference layer to detect weak points within the ecosystem, to see opportunities, to formulate strategies, to find new ways to combine resources and to add value to them, etc. This tool will enable local communities to take a systemic approach to their development, something that only large institutions could do in the past, or a farmer could do at a very small scale. 
This is more than just collaboration, although the collaboration thread runes through everything here. We can provide the tools that will enable strategic planning, tight coordination, self organization, etc. We need to make crucial information available to the masses and to provide powerful tools for analysis and planning that anyone can use, in order to catalyze massive sustainable development.        
I agreed to work with Steve and his friends to push this vision as far as we can using the Google infrastructure, to build a reduced model of what we have in mind, good enough to convince others to invest in further development. My goal is to enlist local governments and academic institutions to this project.
