MGCY daily meeting 17 June
Time: 5-6pm

Green Economy Taskforce updates
Brendan: GE Taskforce stopped focusing on education because of success there - shift to new horizons. Employment, biodiversity, natural boundaries somewhere in the text.
Taskforce is meeting every day, but it changes, so go talk to Brendan if you wonder. We'll also stick up info on wall in office.

Education paragraph agreed ad ref. Not how it's supposed to go - should be careful about spreading text about how we achieved it. Because it can be taken out again.

IFSD: Lloyd - Ombudsperson is the key at the moment. Disappointing last night that future generations is completely out of the institutional structure. No mention of protecting future generations. Norway, EU our friends on this. Australia. Real problems with G77. Brazilians told us that if G77 want it in they will insert it again. G77 works on lowest common denominator. ALBA countries - speak to them if you know Spanish. Tell them that this is not a high-l

Make sure you have the flyers so you know what you are lobbying for.

4) Update from taskforces
    a) Objectives
    meetings are closed now
    other SDG topic negotiations are going slowly
    for Peace and Conflict lobbying information, contact Wen Hoe
    b) Green Economy
    Major breakthrough on education.
    Youth lobbyists tried to integrate "non-formal education" into text, but was told eventually that the paragraph could not be reopened but swiss would introduce a new para only if everyone agreed by 6pm, so a youth portion maybe introduced. We need contacts for Australia and G77.
    Green jobs: G77 wanted to delete. EU is still talking, US has resolved and Canada has resolved. US has also removed brackets on line on "best practices and strategies for youth employment" NOTE: This segment was mentioned in MGCY's closing remarks yesterday.
    c) Governance (IFSD)
    Most IFSD negotiations are still open. Don't take photos or film. Show up early. This morning's discussion focused on UNEP, including financing for UNEP. Lots of support for universal membership. Discussion of change of name of Governing Council to reflect membership better. US concerns - not in UNEP's mandate to assess contributions. Lobbying - if you have contacts with G77, especially Pakistan, let the taskforce know.

@ If someone from the taskforces want to give an update in the morning meeting for all Major Groups, that would be great!

5) Update from working groups and regional groups
    * Overview of existing groups
    * Ask which groups have met and want to report

6) Actions
  • Last 20 minutes of meeting tomorrow (5pm-6pm in T1) to organize a large children and youth action
  • All actions MUST be registered and approved. Please contact "João Felipe Scarpelini" <jfscarpelini@gmail.com>, "Kiara Worth" <kiara.youth@gmail.com>, and let them know of an action you want to organize. Kiara and Joao will negotiate with security. If you do NOT hear back from either Kiara or Joao, then do not hold your action (if you do, there is the chance that security will remove you from the Conference)

7) Announcements
    * Last day to vote in Rio Dialogues (voting extended): http://vote.riodialogues.org/
  • A process was put together to fairly select people for the Speech-Writing Task Force (an OP, 1 representative from each UN region, 2 representatives from each RIo+20 Task Force) to facilitate the writing process of the Opening Speech for Rio+20 on behalf of the MGCY
  • Process: A Speech wordpad has been set up (the link will be recirculated by OPs tonight) that is open for the MGCY to send in content suggestions for the Statement. The Speech-Writing Task Force will review the feedback and draft the MGCY Opening Statement Speech. When the speech is drafted, it will be circulated in the MGCY Google Group for open comments and input, after which the TF will finalize the Speech.
  • Possibility for statement on the 21st with Ban Ki Moon. Since there is not enough time  for each MG to deliver a statement, they will be grouped. MGCY will be grouped with the NGO Major Group and Farmers Major Group.
  • Brittany (winner of Date With History) will be outside plenary space in Peoples Summit at 11am tomorrow and would like to meet other youth and children and hear input for her Opening Speech.
  • MyCity+20 is organizing side-event tomorrow at Athletes Park, French Pavilion at 11am. The purpose is to bring global youth together to hold a simulation of Rio+20.
  • Intervention with Japanese delegation tonight. If you have input, please email Shoya (Shoya Hirose <shoya.h09@gmail.com>)
  • An idea to talk about tomorrow: Mr. Sha suggested that an action could be to decide on 1 thing that must be done or else we would not allow the negotiators to leave the negotiating room. Hmm!!
  • If you would like to exhibit artwork, posters, etc. at the Future We Want youth space, then let Kiara know.
  • Side event 18 June on intergenerational dialogue with elders and youth on a panel. el.

Minutes from Daily MGCY Meeting
13 June at 4pm in room T1, RioCentro

Chair/facilitator: Sabá Loftus
Note-taker: Sara Svensson

1. Introduction and welcome

* Everybody in RioCentro under 30 is automatically a member of the Major Group of Children & Youth (MGCY), unless you specifically say that you don't want to be.
* MGCY will meet every day at 4pm in RioCentro. The room will be announced via e-mail daily. Spread the word to other youth!
* Meeting process: Whoever volunteers to take the minutes will chair the next meeting. The note-taker is responsible for sending out the minutes to the Rio+20YouthSpace the same evening, and to prepare the agenda for the next meeting with support from others.
* MGCY has a Processes and Procedures document. We have established lobby points. Find that and other important information about MGCY here: http://uncsdchildrenyouth.org/pages/resources.html
* MGCY has an office here in RioCentro, room T-15. Go there if you have any problems, or if taskforces need a place to meet.
* If you have any concerns inside the venue at any point, talk to the MGCY Organizing Partners (OPs) Ivana, Kiara or Saba.
* Within MGCY, you are welcome to join any taskforce or working group you want. They all welcome new people.

2. Explain what high level roundtables are

High-level roundtable sessions will convene in parallel with the plenary meetings during Rio+20. There are 3 seats for each MG in the roundtables. We need to select 3 youth – one from each taskforce – who will participate in these high-level roundtables to negotiate with delegates. The priority to speak will be given to delegates and there is no guarantee that the youth will get speaking time, but they need to be fully prepared for the possibility.

3. Decide on high-level roundtable speakers (one from each taskforce)

* Meeting participants divided into 3 groups based on taskforces (IFSD, GE, OTF), and decided who will represent MGCY from their taskforce in each of the high-level roundtables. The full list of selected MGCY members will be shared with the Rioplus20YouthSpace shortly.

4. Decide on one question for this evening's dialogue

* Background: Every day there will be a dialogue between all the Major Groups and the Co-Chairs of the conference at 6pm in P3-2. Each of the nine Major Groups will get the opportunity to ask a 2-minute question about the current state of negotiations. MGCY will brainstorm questions here: http://meetingwords.com/rioplus20questions. Every day in our meeting we will decide together on our question for the day.
* Today MGCY will push for speed and urgency to be taken to the next level.

5. Update from today's tracking and lobbying taskforces focal points)

* Objectives taskforce (OTF)
Mika introduced the OTF lobby points. Other members are currently following negotiations. They will have a meeting right after the MGCY meeting every day.
* Green Economy (GE) taskforce
Lena said that the GE taskforce will meet right after today's MGCY meeting. They tried tracking negotiations today, but it was really confusing to find out where the different meetings were happening this morning.
* Governance (IFSD) taskforce
Felix introduced the IFSD taskforce. They are lobbying for the following: 1) Upgrade of UNEP, 2) Establish a Sustainable Development Council, 3) Ombudsperson/high-commissioner for future generations, 4) Public Participation. The team is small and needs a lot of new support. Also meeting right after the MGCY meeting today.
* There are also Regional lobby groups. Let us know if you want to join their e-mail lists.

6. Speech writing and distribution group (intro)

* Read about the MGCY speech-writing and distribution group here:

7. Actions

* Actions by youth is an opportunity to get into the spotlight and have good pictures in newspapers.
* We would be happy if someone wants to take the lead within MGCY on coordinating youth actions.
* Actions can be allowed anywhere except from inside negotiation rooms.
* Actions need to be announced 24 hours in advance for approval.

8. Announcements

* No photos or filming is allowed inside negotiations.
* Announcement by official youth delegate: There was no energy in the negotiation rooms this morning. We’ll have a meeting with head of delegation, who wants to come?
* We as youth should be pushing for all MGs to come together and create one common statement.
* 14 June 11am-12:30 in Athletes' Park, German Pavilion, join the parallel event 'Youth involvement for sustainable development - at Rio+20 and beyond'. MGCY members will present their actions, please join and promote the event. More info from Lena:+552182348445.
* The Government of Mauritius pulled out of their promise to include youth in their official delegation. Mauritian youth want to make a movie with official youth delegates to show that they exist and why they are important. Contact Karuna: karuna.rana88@gmail.com
* Welcome to join a meeting with African youth.
* SustainUS is planning an event between US and Chinese youth. Meeting outside this hall right after the meeting.
